COMMUNICATIONS EQUIPMENT MANAGEMENT PROCEEDURES: Effective 1 October 2001, full responsibility for logistics for radio communications equipment and associated federal supply groups has been delegated to Civil Air Patrol Communications directorate, who has delegated responsibility in each wing to the Wing Director of Communications. Equipment inventories are now managed by the NHQ Communications Equipment Management System (CEMS), which provides a real-time database for the communications inventory. Commanders
wishing to approve transfers of equipment within guidelines set by national
regulations and wing supplements and directives must contact the CEMS
Officer by mail or email with the information required on the CAP
Form 37E, either by incorporated text or by email attachment, prior
to or contemporaneous with transfer of possession of any equipment. Please
send a copy of the email or mail a copy of the mail sent to the Wing
Director of Communications until 1 July 2002 or until further notice
while the system is going through its initial phases. Actual CAP Form
37Es with original approval signatures will still be required to make
the transfer complete.
