Capt Ryan M. McNeilly
Director of Cadet Programs

The Director of Cadet Programs maintains responsibility over cadet development and welfare within the Ohio Wing.
Capt McNeilly was appointed as the Director of Cadet Programs for Ohio Wing in April 2020 and was named Ohio Wing's Cadet Programs Officer of the Year. In February 2021, he served as a member of the Ohio Wing congressional delegation for CAP's Legislative Day. Capt McNeilly assumed command of the Medina County Skyhawks Composite Squadron in June 2021. In addition to his command service, Capt McNeilly also serves as the unit's Aerospace Education Officer and Public Affairs Officer.
Capt McNeilly grew up on the east side of Cleveland, Ohio and is a 2011 graduate of Kent State University's College of Technology, holding a Bachelor of Science degree in Aeronautics; his focus of study was Aviation Management. He completed his graduate studies at Kent State University in 2013 with a Master of Technology degree with a focus in Aviation Safety & Human Error. In college, Capt McNeilly served as the President of Students Supporting Military Personnel, a volunteer student organization dedicated to supporting military families. He is also a private pilot.
Capt John L. Shawver

Capt Shawver is the Assistant Director of Cadet Programs.
Capt Shawyer is a native of Lima, Ohio and joined Civil Air Patrol in 2016. In addition to his assignment to the Ohio Wing staff, he serves as the Squadron Commander of the Don Gentile Composite Squadron in Miami County. Capt Shawver has attended several encampments serving as training officer (Ohio 2018, Ohio 2019, Florida 2019-20) and recently Commandant of Cadets for Ohio Wing 2022.
Lt Col Devin K. Boyle
Assistant Cadet Programs Development Officer - Cadet Scholarships Programs

The Assistant Cadet Programs Development Officer for Cadet Scholarship Programs assists cadets with obtaining financing toward Civil Air Patrol’s unique opportunities, to include cadet flight training.
Lt Col Boyle is a native of St. Louis, Missouri and joined Civil Air Patrol as a cadet in 2004. Earning the General Carl A. Spaatz Award in 2007, he serves as the Aerospace Education Officer for the Lorain County Composite Squadron in addition to his Ohio Wing staff duties.
Capt Megan Beatty
Cadet Activities Officer

The Cadet Activities Officer plans and conducts interesting and challenging activities for CAP cadets, to include but not limited to:

Field trips.

Participating in emergency services exercises.

Sports competitions.

Social functions.

Community betterment projects.

Aerospace education activities (in coordination with aerospace education officer).
Lt Col Michael C. Sidman
Cyber Programs Officer

The Cyber Programs Officer institutes cyber programming for Ohio Wing cadets, to include advising units in their participation in the Air Force Association’s annual CyberPatriot competition.
Lt Col Sidman, a native of Cleveland, Ohio, earned his General Billy Mitchell Award as a cadet in 1988.
Maj Brent I. Snyder
Assistant Cadet Special Activities Officer - Air Operations

The Assistant Cadet Special Activities Officer for Air Operations assists Ohio Wing cadets in conducting flying opportunities, to include Cadet Orientation Flights and flight instruction.
Maj Snyder joined Civil Air Patrol in 2009 and is a native of Columbus, Ohio. In addition to his Ohio Wing staff duties, he serves as the Professional Development Officer of the Columbus Composite Squadron.
Capt James Sigafoose
Cadet Programs Development Officer

The Cadet Programs Development Officer oversees the facilitation of adult leadership training by helping to provide adult-intended classes (e.g., Training Leaders of Cadets) at the Wing-level and advising lower echelons on best practices in ensuring a healthy environment of cadet learning and progression.
Capt James Sigafoose has been a member of the Civil Air Patrol program since October 2015 and assumed command of the Lunken Cadet Squadron in May 2022. Capt Sigafoose has earned technician ratings in Cadet Programs, Education and Training, Personnel and Safety. Prior to joining Civil Air Patrol. Capt Sigafoose served four years in the United States Marine Corps as well as seven years in the Ohio Army National Guard. He is currently a member of the U.S Navy Reserves. Capt Sigafoose earned his Associates Degree in Business Administration from ITT Technical Institute in 2012. He currently resides in the Cincinnati area with his wife and two children.
