Encampment Commander and Command Responsibilities and Vision

Commander, 2025 Ohio Wing Encampment

Lt. Col. Berghorn has been appointed as the Commander of the 2025 Ohio Wing Encampment, which will be held next summer (June 7 - 14, 2025) at Wright State University.  Berghorn is a member of Ohio Wing staff, where he serves as the Director of Education and Training and as a member of the wing's innovation team. Berghorn first joined CAP in 1989 as a cadet in New York. He has served in New York, Oklahoma, Pennsylvania, Michigan, and Ohio Wings at the squadron, group, wing, and national levels. This will be his 12th encampment or cadet special activity, beginning with his basic cadet encampment in 1990 at the Camp Smith ARNG Training Center, NY and most recently serving as Commandant of Cadets for the New Hampshire Wing encampment in 2023. 

Command Responsibilities

The Encampment Commander directs the overall encampment program and is responsible for overall attainment of the encampment program’s mission and vision, leadership of the encampment staff, financial oversight, liaison with the host facility, ensuring compliance with all CAP policies, and representing CAP to the public, the media, service providers, and cadets’ parents. The commander is ultimately responsible for the safety, fair treatment, and morale of all participants.

Command Vision

The Commanders vision for encampment is to set the standard within Great Lakes Region providing:

  1. Compliance with encampment and cadet training standards and best practices,

  2. Highly-effective cadet cadre,

  3. Mentorship of cadet cadre by senior members, and

  4. Exciting activities, that are executed in a safe and responsible manner, that motivate cadet students to excel within CAP

Encampment graduates will return to their units as proficient and motivated cadets. Cadet cadre and senior member staff will return to their units with a strong knowledge of the proper way to lead and conduct the cadet program.
